TRANSPORTATION AND CLIMATE DATA

The City of Seattle is seeking responses to this Request for Information (RFI) from qualified organizations with services regarding transportation system data, including but not limited to the generation, analysis, storage, management, verification, evaluation, sharing, and education of data related to transportation activities occurring within and/or impacting Seattle’s jurisdiction.

City of Seattle, through some of its departments, intends to use this RFI to develop one or more Request for Proposal (RFP)s that meet known and future needs regarding transportation data.

The major work products deriving from those RFP will support City of Seattle’s ongoing efforts to strategize, implement, evaluate, and iterate on clean and just transportation solutions.

Background
In 2021, the City of Seattle published a Clean Transportation Electrification Blueprint that will guide how the City spurs the decarbonization of Seattle’s transportation sector, with an emphasis on electrifying vehicles that move people, goods, and services. Under the plan, all ride-hailing trips would be electric and emissions-free by 2030; almost one-third of deliveries would be made with vehicles that don’t emit carbon; a ‘major area’ of Seattle would be restricted to most cars; and charging stations would be readily available throughout the city. Finally, the city aims for 90 percent of all ‘personal trips’ to be zero-emission – that is, taken by walking, biking, electric transit or in an electric vehicle – by the end of the decade to reach its 2030 climate goals.

Seattle’s Transportation Electrification (TE) Blueprint is a first of its kind, comprehensive City-wide plan that outlines how the City will move toward a clean and equitable transportation system. The TE Blueprint is designed to be intersectional across four core areas of work, including: 

  • Infrastructure: leveraging utility and private sector investments to get enough chargers in the ground to keep up with demand.
  • Innovative Policy: Advancing key polices and pilots that reduce fossil fuel use in transportation. 
  • Equitable Mobility: ensuring everyone in Seattle has accessible options for clean, efficient and affordable modes of transportation, prioritizing walking, biking, transit and shared rides. 
  • Workforce Development: connecting living wage green jobs to those who need them most.

Seattle City Light (SCL), Office of Sustainability and Environment (OSE) & Seattle Department of Transportation (SDOT) are embarking upon many efforts related to greenhouse gas (GHG) emission reductions from the transportation sector. All efforts require a greater understanding of the transportation energy ecosystem, where emissions are coming from, and where policy action and infrastructure investments have the highest opportunity for impact.  This request for information (RFI) is aimed at understanding the landscape of available data that will allow the city to track milestones towards our TE Blueprint Goals, Transportation Electrification Strategic Investment Plan, and our path to greater transportation GHG emissions reduction goals overall. There are many data sources and methods for traditional transportation analysis and limited information related to transportation energy consumption by segment. The responses to this RFI will provide the City’s Transportation Electrification Team the opportunity to evaluate the best data and tools available on the market.
