Water Supply Alternatives Plan
SPU RFP/Contract# 23-094-S

Seattle Public Utilities (SPU) is requesting proposals from qualified consultants to update the City of Seattle’s future water supply alternatives analysis. It focuses on seven (7) projects and updates information about the feasibility of their development, costs, and estimates of their water gains. An additional component of this project is the development of an adaptive, scenario-based plan for the suite of projects that builds resiliency to future, high-uncertainty risks to the city’s water supply. This project is intended to increase Seattle Public Utilities’ water supply resiliency and develop a path forward should there be a need for a major new source of water supply. It is also intended to introduce an adaptable planning approach for water supply that provides resilience to unknown futures such as climate change or economic changes. SPU plans to execute a single 3-year phased consulting services contract with an option to extend additional year(s) and an estimated budget of $2,500,000.

Proposers may submit questions to the procurement portal (Bonfire) under the Vendor Discussions section. The City strongly prefers that consultants submit questions in Bonfire but will accept questions submitted to the Contract Administrator in email format as well. Questions shall be directed to Ajla Suta, Contract Administrator & SPU’s designated contact person, at ajla.suta@seattle.gov. To facilitate preparation of responses to questions, please submit questions by no later than 5:00 PM Pacific Time on Wednesday, August 16^th, 2023.
