On-Call Professional Engineering Consultant Services for
Preliminary Engineering Studies at Various Municipal Buildings
PROJECT LOCATION: Various – throughout the Facilities and Administrative Services (FAS) Capital Development (CD) Building Portfolio
PROJECT DESCRIPTION: The City of Seattle Department of Finance and Administrative Services (FAS), Capital Development Division (CD) seeks consultants to provide engineering services for production of preliminary engineering studies for development of options for future building decarbonization and electrical vehicle charging infrastructure. Tasks will involve studying existing plans and utility information, walking sites to verify existing conditions, drafting narrative basis of design memos for proposed equipment solutions, estimated electrical capacity required and early design phase cost estimation.
Minimum qualifications for this solicitation include the following:
The following are minimum qualifications and licensing requirements the consultant must meet in order to be eligible to submit and for any contract that is awarded. Submittals must clearly demonstrate these minimum qualifications. Those that are not clearly responsive to these minimum qualifications shall be rejected without further consideration:
- The Prime Consultant must be licensed to do business in the State of Washington and the City of Seattle prior to contract execution. The provisions of any contracts resulting from this selection process must be in full compliance with all applicable laws and ordinances regarding equal employment opportunity and affirmative action. Refer to sections 7.10 and 7.11 for further information regarding licensing requirements.
- The Consultant’s submittal shall indicate the range of projects (minimum three (3) projects) on which the proposing firm has previously worked highlighting its experience with energy efficiency upgrades, electrification of fossil fuel equipment, and electrical service upgrades in the last ten (10) years.
- Provide (3) references: previous client / owners / architectural partners; that have worked with the Prime in the last ten (10) years to demonstrate client satisfaction. Include contact name, phone number, and address and name of project(s). Exclude any references within City of Seattle Finance and Administrative Services: Capital Development.
Additional Desired Consultant Qualifications
The following are desired qualifications the consultant is requested to submit as an Executive Summary of Consultant Qualifications. Responses will be considered in scoring submittals.
- Project experience documentation and range of services in all that apply to demonstrate quality design and technical services–
- Energy efficiency upgrades
- Electrification projects with focus on efficient transition to electrical equipment
- Electrical service upgrades for existing buildings
- Experience with common FAS portfolio building types: fire stations, police precincts, downtown core office buildings
- Competence and Broad skills –
- Communicate effectively with project manager, department heads and personnel, general contractors, building engineers and regulatory / permitting agencies. Demonstrate ability to interview clients and accurately gather and assemble all necessary information and data needed to successfully complete projects and meet the client’s needs and goals.
- Sustainable design that seeks to enhance environmental quality and long-term efficiency.
- Ability to understand and coordinate load reduction methods before selecting equipment
- Deep experience with design of heat pump systems for space conditioning and water heating
- Creation of basis of design memo and peer review of engineer of record (EOR) to verify the design intent is maintained through design phase.
- Manage subconsultant team, whenever subconsultants are necessary.
- Demonstrated quality of design and technical expertise. Clear communication of technical topics to non-technical audience to justify projects to Capital Development leadership or other non-technical CoS stakeholders.
- Strategies and processes to prevent and resolve claims and/or support Owner’s efforts in claims resolution.
- Firm Characteristics
- Demonstrate firm’s approach, philosophy and goals seek to further the practice of quality design, technical, and sustainable design.
- Identify the key members of your firm as they relate to the Consultant Qualifications. State specific licensing and certification key members have in order to deliver the services called out in the scope of work.
