NOTICE TO CONSULTANTS

Request for Proposals (RFP) for

On-Call RainCity Engineering & Inspection Support

SPU RFP/Contract# 23-077-S

Seattle Public Utilities (SPU is requesting qualifications from qualified consultant teams to provide on-call Green Stormwater Infrastructure (GSI) project quality management services. Desired expertise includes experience and knowledge of quality management practices; regulatory or quality assurance inspections; GSI design and GSI construction materials and methods; ability to maintain field and office records; ability to perform complex quantity and engineering computations; ability to read and interpret plans and specifications; and ability to deal effectively with people. Experience with riparian restoration would be a plus for RainCity Projects. The Consultant Teams will support two SPU programs, the RainCity Partnerships Program, and the RainWise Program.

SPU will select one (1) or more Consultant Teams to provide project quality management services for these programs. The total estimated value of all contracts is $2,500,000. Each executed contract will be a multi-year On-Call contract; therefore, a specific deliverable schedule is not known at this time. Annual work assignments will be developed iteratively over the course of each contract term with varying dates for milestones and deliverables depending on each Work Assignment’s scope. Each contract will be executed for a period of three (3) years, with the option to extend for an additional three (3) years.

Proposers may submit questions to the procurement portal (Bonfire) under the Vendor Discussions section. The City strongly prefers that consultants submit questions in Bonfire but will accept questions submitted to the Contract Administrator in email format, as well. Questions shall be directed to Sherry Shaffer, Contract Administrator & SPU’s designated contact person, at sherry.shaffer@seattle.gov. To facilitate preparation of responses to questions, please submit questions by no later than 5:00 PM Pacific Time on 8/29/2023. All responses to questions will be posted at https://cityofseattle.bonfirehub.com/portal under the Public Notices Section in the respective procurement opportunity. Consultant selection for this solicitation will be subject to all applicable laws and ordinances.
