REQUEST FOR PROPOSALS

for

SCL-RFP-CC2016-019 SULLIVAN CREEK LARGE WOODY DEBRIS HABITAT RESTORATION

Seattle City Light (City Light) owns and operates Boundary Dam on the Pend-Oreille River in Northeast Washington. In March 2013, FERC issued a 42-year license to City Light. The License Agreement requires City Light to implement numerous stream habitat improvement measures in Sullivan Creek, the largest tributary draining to Boundary Reservoir (142 square miles). Measures to be implemented in the first 10 years include riparian enhancement, dam removal, culvert replacements, bank stabilization, and placement of large woody debris (LWD).

City Light is seeking assistance through this RFP for developing and implementing a plan for placement of 2,000 pieces of LWD in the Sullivan Creek Watershed to restore habitat and habitat-forming processes for the benefit of native salmonids and ecosystem function.

The term of the contract shall begin on the date of execution by the General Manager and CEO of Seattle City Light, or designee, and is expected to continue through December 1, 2021. City Light has identified an estimated budget of $600,000 for this project.

Seattle City Light may, at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The City’s proposed schedule is outlined in the RFP.

The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.

“WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFP. An Outreach Plan will be required for the top rated consultant(s).”
